Means the ECM cannot trust the EVAP vent control circuit: the vent solenoid that opens the charcoal canister to atmosphere is open, shorted, stuck, or not answering command. Drivers usually see a check-engine light with little drivability complaint—sometimes a hard-to-refuel tank if the vent path is stuck closed, or a failed EVAP readiness flag. Freeze frame is often a key-on or early-drive EVAP monitor window rather than a tip-in stumble.

Do not treat P0446 like a small-leak P0442 smoke hunt first—prove the vent circuit and mechanical path before you burn hours looking for a 0.040 in weep.
Diagnosis: command the vent open/closed with a scan tool and listen/feel for the click; graph vent feedback or FTP reaction when the system tries to seal. Ohm the solenoid and check power/ground at the connector. Inspect the vent filter and hose for mud, ice, or kink. Smoke or nitrogen-test only after the vent can be commanded closed and the circuit is electrically honest. Replace the vent valve when command and ohms prove it dead with a clear hose.
