Points at J1939 Network #1 itself rather than at any single sensor, meaning a module could not communicate reliably on the primary vehicle bus. Expect a shotgun blast of unrelated codes, gauges that drop out together, and in bad cases a no-start, because engine and transmission controllers cannot agree on vehicle state. Diagnose the physical layer first: with the key off and batteries disconnected, measure resistance across CAN high and CAN low at the diagnostic connector, where roughly 60 ohms indicates both terminating resistors are present and about 120 ohms means one is missing or a segment is broken. Then scope both bus wires together and look for a rail that will not swing, and inspect for chafe, a wet connector, or a corroded splice pack. One shorted module can pull the whole bus down, so disconnect modules one at a time and watch the waveform recover.
